(Update) 84 elementary, high schools violate ‘no graduation fee’ policy

Kabataan Partylist Rep. Raymond ‘Mong’ Palatino today announced that so far they have documented 40 schools violating “no graduation fee policy” in elementary and high schools, as per Department of Education (DepEd) Order No. 13, s. 2010 or the Guidelines on Graduation Rites.

Palatino said that they have received hundreds of complaints from parents since they launched their complaint hotline two days ago.

“Our hotline has been ringing non-stop, proof that the DepEd order is not being implemented,” Palatino said.

Schools that collect graduation fees are the following:

Graduation fees from these schools range from P150 to P5,000.

“This is a manifestation of the government’s lack of budget for education. Schools resort to collection and other miscellaneous fees to compensate. Graduation expenses should be included in the budget deliberations.”

According to the complainants, graduation fees will be used for yearbook publication, graduation balls, togas, sound system, PTA, graduation picture, catering services, stage decorations, and transportation.

“We even received overseas calls from parents. These graduation fees are a burden even to our OFWs,” said Palatino.

No-permit, no-exam policy now prohibited

Meanwhile, numerous complaints from parents also reported about the implementation of a ‘no permit, no exam’ in their children’s schools.

Palatino said that the DEpEd recently heeded their call to allow students with unpaid fees to take their final examinations, as per Order No. 15. January 27 of this year, Palatino sent a letter urging DepEd Secretary Jesli Lapus to implement an anti-“no permit, no exam” policy after receiving streams of complaints from parents of elementary and high school students.

The youth solon said that so far they have received complaints from parents of students from Metro Manila, Cavite, Quezon, Rizal, Nueva Ecija, and Laguna via the Kabataan Partylist Hotline.

“DepEd should strictly implement Order No. 15 especially it is exam period in schools now.”

Meanwhile, other exorbitant fees such as field trip, raffle tickets, bingo cards, and film showings were also monitored.

“Non-payment of these also resulted in students not being allowed to take exams, according to complaints from parents.”

Palatino said that their hotline is still open for complaints, telephone number: 352-1054. Complaints may also be emailed to kabataanpartylist@gmail.com.

“We will file a complaint to DepEd on Monday,” said Palatino. ###

    If we’re under CHED, are we still going to follow the ‘no graduation fee’ policy? You might think I’m stupid to ask it but teachers from our school always tell us that we should follow CHED and not DepEd… I don’t know… Our school collect a certain amount for our graduation fee…

    Pakiaksyonan naman ninyo itong graduation fees sa GEN. T. DE LEON NATIONAL HIGH SCHOOL sa Gen. T. De Leon, Valenzuela City, Division of City Schools sa Valenzuela. Kasi po ang graduation fee ng mga anak namin ay nasa P750.00 na lubhang napakataas kumpara sa mga public high schools at elementary dito sa amin na nasaP150.00 lang. Ipinangngalandakan nila na may PTA resolution pero ito ay halatang pwersahan lang. Balita namain po ay ipinagmamalaki ng principal nito ang koneksyon niya sa kasalukuyang mayor namin.

    ask ko lng po about sa high Graduation fees n pinipilit na ipabayad ng La Fortuna College dito sa cabanatuan city… private school po ito pero wala na po bng karapatan magreklamo ang mga parents sa php 3910 pesos na graduation fees… para po sa high school at 3100 din po para sa mga elementary. pls. i need po ur reply kht sa email ko para po alam namin ang gagawin nmin.. tnx

    Bakit po ang Tanay National High School Nangongolekta ng almost 600 pesos.Based on my knowledge the parents can give any amount of voluntary contribution. Walang fix na price. kahit magkano

    Minsan, ilagay nyo naman ang sarili ninyo sa sitwasyon ng school head. Gusto ng mga parents ng magandang graduation – may toga, malakas ang sound system, may yearbook, may kainan. Saan naman kukuha ng pera ang school para dito? May pera ba ang gobyerno na maari naming ipangtustos para dito? Kung nais ng mga magulang ng libreng graduation, sana pumayag silang sa loob nalang ng classroom ito gawin kung saan nakasuot lang sila ng school uniform at pagkatapos ay uuwi lang na parang walang nangyari. Maging realistic sana tayo. Wala nang libre sa mundo… Minsan, ang DepEd pa nga ang nagtutulak sa aming maningil sa mga bata tulad ng STEP fee, Red Cross, Scouting, etc.
    Sana po ay huwag lamang ang schools ang sisihin natin. Minsan, kagustuhan din ng parents na gumanda ang graduation ng kanilang mga anak.

Meron ba sa ating hindi gumastos ng kahit magkanong amount para sa graduation fee? sa tingin ko wala. kahit nga Day Care meron. kasi nga, wala namang enough budget ang school para makapagdaos ng graduation na maganda at presentable nang di nangongolekta sa parents.

    sa aking palagay, kokonti lang o baka wala ngang school dito sa Pilipinas, lalo public school ang nagdaos ng graduation na walang kinolektang graduation fee sa mga parents. unless, pinili nilang sobrang simple ito.

    Deped should be blamed for this mess and scam. They issued order but give so much room for school official to manipulate (like “collection is allowed, provided, it is agreed upon by the parent/PTA”). Why can’t they categorically prohibit graduation fee without any reservation? “Bawal kung bawal” no ifs, no buts….
    Since the problem is already there and schools had collected grad fee, DEPED should issue order to all schools for proper liquidation (with valid docs) and to return all excess money to PTA; do not allow late collection (some schools still collects from pupils who had not paid the fee); next time do not allow teachers in making graduation as business, reportedly, teachers had been paid for the ribbons, printing of programs, rent of chairs, etc.

    I think we should be vigilant because some schools will liquidate this (grad expenses) to their MOOEs; Deped should order all schools to submit financial liquidation of grad fee (collection and disbursement)to PTA and submit the same tyo general assembly of parents….Deped must act now…Its sad but this is corruption and the little ones (the poor)are the most affected….
