NEWS: 18 schools still violate anti-‘no permit, no exam’ policy

Kabataan Partylist Executive Vice President Carl Marc Ramota today enumerated schools that are not implementing the Commission on Higher Education’s (CHED) anti-‘no permit, no exam’ policy memorandum.

Ramota said that the list is based on the compiled complaints of parents and students to Kabataan Partylist and NUSP’s (National Union of Students of the Philippines) ‘student report hotline’ with regard to the implementation of CHED memorandum 02-2010.

The CHED memo was borne out of House Bill 6799 or the Anti-“No-Permit, No-Exam” Policy Bill filed by Kabataan Rep. Raymond “Mong” Palatino September last year. CHED officials were invited to a committee hearing of the House Committee on Higher and Technical Education (CHTE) to discuss the bill. The agency subsequently agreed to release a memorandum. CHED officially issued the memo on January 22, 2010.

“Since we started our campaign, we already received complaints from students and parents from 18 universities and colleges across the country. Our hotlines are still busy with complaints that keep on coming. We believe that there are still more undocumented cases,” Ramota said.

Among the schools with complaints are:

•  Trinity University of Asia

•  ABE International Business College of Accountancy

•  Jose Rizal University

•  Lyceum University of the Philippines- Manila

•  Lyceum University of the Philippines- Alabang

•  Columban College in Olongapo

•  Perpetual College in Las Pinas

•  National Teachers College

•  Our Lady of Fatima University

•  De La Salle -Dasmarinas

•  University of Rizal System- Tanay

•  Mondraan Aura College

•  St. Michael College- Iligan

•  Centro Escolar University-Makati

•  Pamantasan ng Lungsod ng Marikina

•  USLS- Bacolod

•  University of Mindanao

    Contrary to the understanding of some school administrations, Ramota said, the CHED memo is not an appeal but a directive. “It clearly states to allow students with arrears to take exams.”

    “We have already filed a letter of complaint to CHED about this matter. We asked them to immediately conduct investigations on the mentioned schools. As of now, there is no response from CHED yet.” (Click here to view the complaint letter and receiving copy from CHED.)

    The Office of Kabataan Representative Raymond ‘Mong’ Palatino already called some of the schools to inquire about the non-implementation of the CHED Memorandum. “According to them, they are now accepting promissory notes from those who cannot pay their dues on-time. In effect, students who were not allowed to take their exams should be given remedial tests immediately before the semester ends.” ###

      yeah..I agree with TSONG…. can we please have the hotline???? is it also okay if I eaise other of my concerns about university life. I notice kasi in my Univ they seem to be violating or doing something that really oppress the students. But I’m not really sure about it!

      HI I would like to ask for the Hotline.. Not only 18 schools who is violating this act.. still there are lots of unheard voices with the same agony..

Dapat marunong silang sumunod sa batas na yan. Napalaki nila ang population and income ng U.M dahil matatalino ang nagpapamalakad nito pero gamitin naman nila ang nutak nila para sa pag sunod sa batas at memorandum ng CHED at policy bill na finiled ni Rep. Mong. Lumalabas na wala silang disiplina sa pag sunod ng batas na eto at ang CHED naman parang wala lang sa kanila kahit mag reklamo kami. Parang mga bingi at pipi. Walang kwentang sistema ang nangyayari sa edukasyon ngayon kahitn pa siguro noon. Sana magkaroon na ng talino ang mga administrasyon ng mga skwelahan na nag va violate sa batas na to. Nakakatawang isipin na naturingang matatalino dahil napalago nila ang U.M o kahit saan man na skwelahan na lumago ang estado ng dahil sa talino pero ang kinalabasan naman pala ay walang mga utak dahil hindi man lang marunong makinig sa dahilan ng mga estudyante na nanawagan at nag eexplain at nagpapakahirap na mag rally para lamang marinig nila ang mga boses na nanawagan at naghihintay ng magandang resulta. Kailan pa ba matatauhan ang mga taong ganito ka kitid at ka bulok ang pagh iisip. Kung matatauhan naman sila pero baka huli na. Yan lang po.
      Sana mabasa to ng mga kritiko na matatalino daw at nagpoprotekta sa kabataan at mabasa to ng mga mabubuting tao sa administrasyon ng mga skwelahan at ng iba pang sektor ng gobyerno. Sige po gracias. Buenos noches. Muchos respeto. Adios
