I was then a sangguniang kabataan chairman of one of the barangay in the city of tacloban. I experienced and witness the loop holes of the present provisions of the local government code of 1991 “the creation of Sangguniang kabataan” there are provisions were in the sangguniang kabataan has no fiscal autonomy over its funds.. I agree to the proposal of the young representative that some provisions of the local government code of 1991 be amended to strengthen the functions and responsibilities of the sangguniang kabataan council.

well it’s just i find sangnuniang kabataan as a sourceand breeding grounds by those traditional and corrupt politicians leading in their respective places thus making the sk a stagnant cause of changes inn the society! the main factor is this sk was just simply a ground breeding for corruption. san mabasa lahat ng sak ito at simulan nilanng i reporma ang sk at i transporma ito sa isang makabulluhan,makabayan at isang tunay na organisasyon ng kabataan na magsusulong sa tunay na kagalingan ng kabataan at bayan!!!

SK-sigaw ng kabataan!!! SK need not to be abolished but it should be EMPOWERED! The gov’t is not serious in upgrading and revitalizing sk! The gov’t must empowered sk so that they can do their best to serve the youth in their barangay. The gov’t or any concerned agency such as dilg, should conduct many programs and seminars to empowered the sk. The dept. of budget and commision on audit should also be curious on the 10% sk budget so that it will not be corrupted.

Bill pa lang po ito. Hindi pa po siya effective.Dadaan pa sa tatlong readinggs bago maisabatas.
