House Bill No. 6799

AN ACT PENALIZING THE IMPOSITION OF A ‘NO PERMIT, NO EXAM’ POLICY OR ANY SUCH POLICY THAT PROHIBITS STUDENTS FROM TAKING THEIR PERIODIC OR FINAL EXAMINATIONS DUE TO UNPAID TUITION AND OTHER SCHOOL FEES.

    Kabataan partlist I admire your proposal but papaano na ang mga schools? You should not forget that halos 70% sa ibinabayad ng mga estudyante ay for the salaries of faculty, staff and other personnel and the remaining will be for the maintenance of facilities and other equipments.

    Siguro it could be possible doon sa mga malalaking Universities and Colleges, pero what about the smaller schools?

    Pagnagkaganon, hindi po ba mas lalong mabibigatan ‘yung mga estudyante kung sa katapusan na o kung sa pagkuha na ng kanilang mga papelis ang pagpababayad?

    You must also remember that private schools in particular are there to provide education of our youth na kung saan tugkulin sana ng Gobyerno kaso hindi kaya nito.

    I think, this initiative will neither help the students nor the schools. What is good is fight for the increase of scholarship grants and loans (instant loans without interest) for the students who cannot pay for their tuition and other fees. It’s a sort of “borrow now pay later” for the poor students to be paid after a year or more from graduation (after landing a job).

    Another is maybe you would have this policy but only for Prelim up to semi-final exams only. Hence, for final exam we’ll give the privilege to the schools.

    isa ka bang my ari ng school? i think this bill would help a lot of filipino student. you know why? before that question, tanong ko lng po, isa ka bang magulang? ako po ay dating student, naranasan ko po ang ganyang policy..and for me, npakahirap ng nasa ganyang posisyon. if ur a parent and you see ur child in that situation..what will you feel? pano ung mga parents na nsa ibang bansa nalate ng padala? or ang sahod nsa katapusan pa ng buwan..kasalanan ba ng estudyante na hnd cia makabyad ng tuition fee and besides dun obligado tlg sila magbyad ng tuition kasi hnd cla maka2kuha ng clearance..and dun po sa sinasabi nio na mas mahi2rapan magbayad kasi mabibigatan i think makakayanan nila un bayaran kasi mabi2gyann sila ng mas mahabang time para maghanap ng pera.

    sa mga school nmn, ano bang mission and vision nila? dba magandang edukasyon?e papano mo mabibigyan ng magandang edukasyon ang mga student mo kung ganyan lng dn pinapairal? marami ang studyante ang tumitigil dahil sa policy na yan,ang iba bumabagsak dahil wla silang exam..ehh kung nkaexam sana edi hnd sana sila bumagsak!..

    wag na sila magtayo ng school kung ganyan lng din..wla silang magandang motibo..iniisip lng nila negosyo..iba nalang i negosyo nila..

    that’s my only opinion!

    i think that Eldie is right in stating that if it at all possible, the schools could waive the payment of the tuition fees for prelims and midterms only. I also agree with him when he said that not paying any amount at all will cause students’ parents to carry a heavier financial burden. After all, an NG/NE is subject to the completion requirements of any institution in question. If they cannot complete their grades within a specified time, they should re-enroll. This is also protecting the interests of the schools, since they also need to pay the salaries of their faculty and maintain their facilities. WE should look at it both ways.

    bottom line: Education is a right not a privilege… Sana isipin ng gobyerno na libre ang edukasyon… edukasyon para sa lahat at hindi isang negosyo o kalakal na mayayaman lang ang makakatamasa… kung nagagawa ng ibang bansa yun dapat kayanin din ng gobyerno ng pilipinas.. its a matter of pagsusulong ng mga dapat i-priority… anu nga ba priority sa pilipinas? hehe ang priority dapat bantayan ng gobyerno at higit sa lahat ng mga tao… malay mo napagkakait na sa iyo rights mo… bigalaan man o unti-unti
