DepEd heeds KABATAAN Partylist’s call to prohibit “no permit, no exam” policy in elementary, high schools

Students with arrears should be allowed to take final exams

Kabataan Partylist Representative Raymond ‘Mong’ Palatino today announced that students with unpaid fees could take their final examination in accordance with  Department Education (DepEd) Order No. 15, s. 2010. The said order was released February 18, 2010.

January 27 of this year, Kabataan Partylist sent a letter urging DepEd Secretary Jesli Lapus to implement an anti-“no permit, no exam” policy after receiving streams of complaints from parents of elementary and high school students.

In news reports, DepEd Lapus categorically rejected the partylist’s request.

“This is another welcome development, much like how the Commission on Higher Education responded to our proposed bill.  The very timely release of the DepEd order will benefit most students and parents from public and private schools.”

Complaints
The youth solon said that so far they have received complaints from parents of students from Metro Manila, Cavite, Quezon, Rizal, Nueva Ecija, and Laguna via the Kabataan Partylist Hotline.

Meanwhile, other exorbitant fees such as field trip, raffle tickets, bingo cards, and film showings were also monitored.

“Non-payment of these also resulted in students not being allowed to take exams, according to complaints from parents.”

Challenge to new DepEd head
Kabataan Partylist, together with high school students from various public schools in Metro Manila, held a picket in front of DepEd-NCR regional office in Quezon City to challenge the newly apponted Education Secretary Mona Dumlao-Valisno to strictly implement DepEd Order 15.

“We will submit a list of complaints to Sec. Valisno within the week and we expect the agency to act on them as soon as possible.”

    I am a former teacher in one of a private school in Luzon (Dagupan City Division) and I’m aware of the problem hounding the parents and students. Mas magandang suggestion, kung hindi ninyo mamasamain, in addition to scapping of “no permit, no exam” policy, ay yung i-hold na lang ang pag-release ng report card/form 137/diploma. For me, kung hindi ako makabayad ng school fees on the finals/4th grading period, puede namang i-hold ng school ang record ng bata without pressuring the parents to pay fully yung mga fees na hinihingi. And yung tungkol sa ibang fees (graduation fee, etc.) siguro tingnan din ninyo ang situation ng mga schools if may representatives kau in every school divisions around the country. kasi may ibang fees na hindi nagagamit according to their purpose. I hope na maging aware lalo ang parents pag nagbabayad sila. And to the parents naman sa PTA, i-identify din naman kung ano ang kailangan talaga para sa mga anak nila, kasi may mga time din na they go beyond the line for the school admin and to the teachers na kung minsan it also hurt the administrative capacity ng school officials. Salamat po!

    HELP sa ILLEGAL NA UNIVERSITY. UNIV OF MANILA.
    Tulungan nyo naman po ang mga students ng University Of Manila, located near University of the East. Pinupwersa sila sa ilang mga bayarin kahit voluntary tulad ng gradball and some events. Ang mga manual/workbooks and few readbles ay puro photocopy at sobra mahal ng price. May sarili silang school copier na plagiarized yung isang book tapos singil ang mga students ng napakamahal *** sa kinopyang book. *** EXTRA uniforms and PE uniforms sobra mahal nya pero ang quality ng tela mumurahin. Ito pa ang masama, tinatakot sila ng mga profs na ibabagsak or bigyan sila ng incomplete marks kapag di nagbayad. Hindi ba bawal magbenta ng mga books sa loob ng school? Naku sa UM talamak ang bentahan ng libro na ang mga prof or sila-sila lang din ang author. Isa pa, parang walang mga dean sa bawat colleges kasi isa lang ang nasusunod don na palaging tinatakot at sinisindak ang mga students, si Mrs. Gomez.

    Nag-cross enroll ako dito. San ka ba naman makakakita ng subject na tutorial. *** tipong hindi ka na papasok sa regular class pero dapat bayaran mo ang prof. In fact, nag-tutorial ako dahil na-dissolve ang nag-iisang subject na cross enroll ko. Ayaw nila kasing i-refund yung pera na tinuition ko sa kanila. Eventually, natapos ang sem .. pero ang prof di pala nagbigay ng grade sa mga students dahil tumakas sa school tangay ang pera ng ibinayad sa tutorial. Tinotolerate pa ng mga official ng school.

    Tapos ang tuition halos same lang ng San Beda and UE. Pero ang fascilities, BULOK.. ang baho at luma talaga mga gamit. Hindi worth it ang ibinabayad. Mabuti pa ang mga public high school maraming janitors para linisin ang mga facilities pero sa kanila 2 lang ata..

    Ito pa, san ka ba makakakita na gagraduate ng hindi complete ang mga units? San ka makakakita ng course na Japanology? Ang daming kalokohan ng UNIVERSITY kuno na ito.. SCAM yung scholarship offer nila dahil sapilitan pa rin yung mga bayarin na kahit voluntary issued by CHED pagdating sa kanila sapilitan ang bayaran. Tatakutin ka ng prof na ibabagsak. Ang dami pang baklang prof na baboy at ang dumi ng bibig.

    Please, ano bang investigative institution ang pwedeng magmanman sa kanila?! Paki REPORT NAMAN PO ANG UNIVERSITY NA ITO!! PLEASE LANG!!!

    is this bill for the entire phils?panu kme sa mindanao marami pa rn no permit no exam policy. Sa pagadian montesorri center, mga students pa ang sinasabihan na hindi pa nagbayad parents nila…hindi ba bawal yon? yun mga students,napapa nganga na lang elementary what do you expect, nagagalit cla sa parents nla kc napapahiya.esp i announce na hindi pa cla bayad at wla cla permit.
    Nakakalungkot kc i always thought itong school na ito had the best interest for their students.
    Uminit ang ulo ko tlga…
    All these yrs na dito mga anak ko, ngayon lng to nangyari.
    Pwd po bang paki email sa kin ang bill na ito pra maaral ko?

    Is there a way for us to ensure that all schools are aware of this. I am a mother four kids now schooling and i just gave birth to my fifth child this year, hence i can across some cross roads in my finances. Know that i understand my accountability and responsibility as a mother of 5… my only appeal is that while i am striving my best to cover for all of my financial obligations, i feel that my children should not be embarrassed and hindered from taking their quarterly tests. at the end of the day… all fees need to be paid since all of my children’s educational documents are with the school… they hold all the aces to my children’s future and they are making their tomorrow a little bit more difficult to attain. Studying for an exam and not being allowed to take the test may cause trauma, studying for a topic that was discussed a month or so ago because you are only allowed to take the test now diminishes the probability of a better score. My children understand me and know i am doing my best to support them… but it pains me to see the impact on the children. If i did not know any better, i would think that this is the rational behind the “no permit no exam” policy. They are leveraging on the emotional impact on the children and the parent to force these incapable to pay ASAP. it was very humiliating when the administrator told me, ” if you can’t afford it, then transfer them to the public school”. Nothing against public schools, my children went there for a while, but he made it seem like i was a social climber. Like i was living beyond my means. On the contrary, i was simply asking for consideration because of the complications of my last child birth which caused us to be in debt. We are recovering, slowly, and all i wanted was to keep my kids intact, complete, confident and educated.

    I hope you can heed to my request that all schools be made more aware of this law.

    guys help po  sa aclc taguig pinapatupad pa din yung no permit no exam , di daw pwede magpromisory note kelangan daw mabayaran muna haixt kabadtrip di tuloy ako makakapagexam bukas. kabadtrip .
