RAILROADED: House Concurrent Resolution No.9, convening congress as “Constituent Assembly’ amending the 1987 Constitution

Kabataan Partylist fervently denounces the abrupt approval of House Concurrent Resolution No. 9, allowing Congress to convene as a constituent assembly to amend the Constitution. If anything, it is but an outright show of power of the supermajority and undisputed proof of how Congress now merely acts as a rubber stamp of the executive.

We, Kabataan Partylist, and other representatives, were lined up for interpellation when the Deputy Majority Floor Leader suddenly suggested to divide the house to close the period of interpellation and debate, and then suddenly moved on to viva voce voting despite strong objections from several lawmakers.

“Hindi maikukubli na ang pagbuo ng Kongreso bilang isang constituent assembly ay isa lamang paraan para iratsada ang pagkakaroon ng charter change. Sa inisyal na bahagi pa lang ng cha-cha, pinagkakaitan na tayo ng boses. Paano pa natin aasahan na bibitbitin nila nag interes ng karaniwang tao?” Kabataan Partylist Representative Sarah Elago said.

“The Deputy Majority Floor Leader spoke truth: ‘If there is a will, there is a way.’ True enough, there is a way for them to expedite the proceedings. But there is also a way for the people, the masses, to fight against this outright fascist and tyrannical dictatorship of President Rodrigo Duterte. In the coming days, we, the Makabayan bloc, promise to stand with the people in opposing anti-people provisions in the proposed amendments of the Constitution, and in exposing the power play and ulterior motive of centralizing power in the hands of one dictator,” she added.

“Since last year, Duterte has already unfolded himself to be a full-blown dictator, even proudly admitting it in front of mass media. Charter change will give him the power that Marcos once had — legislative, military, and economic powers that will ensure the death not only of democracy but also of the people. There has never been a more imperative moment in history for the people, especially the youth, to stand bravely, against a madman,” the youth solon said.

“Expect bigger, stronger, and wider protests and actions in the coming days. Most especially, expect the people to rage against Duterte’s dictatorship,” she ended.###
